The dress needs neckline smaller, I will remove zipper and readjust the neckline. I will address the belts, by making right with reall BOW, that will add to a beautiful looks for the back of the dress. I will take out the top sleeve and make it correctly for a beautiful sleeve with a yellow insert and red bia tape, giving the dress a beautiful style like my Holiday Designer Dresses. I will address the inside seams that are fraying due to the seams not being finished correctly. The will aid the life of the dress and unfinish seam is awful and a costume should never be done this way.  The sleeve adjustment should aid the under sleeve from pulling, the measurment is correct for your arm measurelment and once the upper sleeve is made correctly it should fall correctly.  I address how you can hand sew the hem if you feel is need to be shorter.  I will sew the bloomers seams since they are coming apart.  I wll make another pair of bloomers to match the yellow insert of sleeve, with red trim and they can be used also with your other costume the red pinfore jumper.  Postage is added, for $12 it may be more, but I will cover that cost.
